政府信用的“二维四型”结构

在阐述政府外在形式和实践职能"中央-地方"二元主体分野的基础上,以"政府信用主体"为例,对解构下的政府主体互动过程与信用的周期性相结合而生成的中央和地方政府信用四种不同关系结构和模式进行分析,得出政府信用建设的实践对策。最后论述这些模式一般与时间相对应,是顺序的,其演化过程具有渐进性、缓慢性特征,界限是模糊的问题。

"Two dimension and four modes" construction of government credit

Expounding the dual main body boundary of "central-local" government with its outside form and practical functions,the paper provided the necessity and possibility to take "government credit body" as an example to analyze the four kinds of relationship construction and modes of central and local government credit produced by the interaction process of governments combining with periodicity of credit under this deconstruction.The practical strategy of government credit construction was provided as well.These modes generally correspond with time,and they are linear.Their evolvement has incrementality and sluggishness,and the boundary is obscure.
