| 摘 要： | 21世纪是我国经济社会发展的重要阶段，是进行经济结构战略性调整的关键时期，新兴产业发展的速度从根本上决定我国在国际市场上的地位和总体竞争能力。如何应对国内外曰趋激烈的竞争，科学确立新兴产业发展的战略和重点，进而发挥政府宏观调控的作用，推动新兴产业快速、健康、持续发展，是新时期摆在我国面前的一项至关重要的课题。本论文研究旨在通过总结新兴产业发展的一般路径、发展现状和战略方向，全面分析发展新兴产业中政府作用的必要性、原则和领域，探索政府在促进新兴产业发展中的地位和作用机制，进而针对性地提出加速新兴产业发展的政府行为导向和措施，为宏观经济决策提供参考依据。

| Abstract: | The 21st century is the important stage in economic development and the critical period in the strategic adjustment of economic structure. China＇s international market status and overall competitive ability depend fundamentally on the development speed of new industry. To cope with increasing domestic and overseas competitions, the strategy, scientific focus of the new industry, and macro-regulation are very important. In order to provide reference for economical decision-making, the paper is aimed to summarize the general trails, development situation and strategic direction of new industry, comprehensively analyze the necessity, principal, field of government role in development of new industry, explore the role and mechanism of government in promoting the development of new industry, and then propose the government behavior guidance to and measures in promoting new industry development. |
