| 摘 要： | 公立学校"转制"后,学校的国有资产仍然属于国家所有,但从其运行机制来看,却属于民办学校.因此,必须按民办教育的相关法律法规办事.在"转制"的过程中,一定要依法明确学校的产权关系和财产归属,保障教师的权利和义务.

Legal Analysis of Public Schools' Changing Their System |

| Abstract: | After public schools changing their system,the property should still belong to the states, but looking from the running system, it should belong to non-governmental schools. Therefore, in the course of changing the system, we must act on the corresponding laws and regulations of non-governmental education. We should distinguish the relationship and the belongings of school's property between states and non-states, so as to guarantee the right of teachers. |
