| 摘 要： | 作为中国共产党第一代领导集体的重要成员，周恩来非常重视科技工作，对我国科学技术发展进行了独具特色的战略思考。周恩来认为我国科学技术发展应该：第一，要有明确的目标，这个目标要瞄准世界最新的科技成果；第二，我国科技发展尤以尖端技术为重点；第三，要通过抓好基础以突破尖端；第四，科技发展的关键是人才。

| Abstract: | As the important member of the CPC, Zhou Enlai attached great importance to scientific and technological work. He had a unique strategic thoughts on scientific and technological development Zhou Enlai believed that first a clear goal should be made which aimed to the latest scientific and technological achievements; Second, the development of cutting-edge technology should be the focus; Third, fundamental research provided a good basis for technological breakthrough; Fourth, the development of talents is critical to scientific development. |
