| 摘 要： | 着重从所有权、经营权、处置权与收益权四个角度提出和阐释了影响林农行使各项权利的制度障碍，建议通过减少采伐限额约束、提高公益林补偿标准、科学管理炼山行为等措施构建完整的产权制度。

| Abstract: | Based on field survey,the paper analyzes the fruits and problems in collective forest revolution,points out the institutional obstacles that prevent peasantries from exerting their rights from the angle of ownership,dealership,treatment and profit power.Further,the paper discusses the necessity and pressure of strengthening the reforms and gives some advices,such as,reducing limitation,advancing compensation and so on,to construct intact property rights. |
