| 摘 要： | 突发环境事件在我国频频发生,且有愈演愈烈之趋势。只有建立完善的突发环境事件应急机制,才能防患于未然,并在危机发生之时,有效的动员各类社会资源,努力将突发环境事件带来的危害降至最低。突发环境事件应急机制问题的研究在我国尚处起步阶段,而且其相关基础理论性问题研究还属空白。突发环境事件的概念,突发环境事件应急机制的属性、概念等基础性理论问题都值得深入研究探讨。

| Abstract: | Abrupt environment affairs have been taking place increasingly in our country.Only by building up and perfecting unexpected emergency mechanism of abrupt environment affairs and effectively mobilizing all kinds of social resources,can we prevent such affairs from happening and reduce the damage to the lowest.In China,be- cause the study about emergency mechanism to abrupt environment affairs has just begun,relevant theories such as the concept of abrupt environment affairs,as well as the concept and nature of response mechanism to abrupt envi- ronment affairs are all worth deep investigating. |
