| 摘 要： | 中国西部地区落后的原因很多,与东部的差距很大,解放思想、更新观念是推动发展的主要手段,更关键的是如何去具体落实相应的措施。人文社会环境的营造以及开拓性人才的培养、发现和任用机制的构建、工作效率的提高等都成为影响西部发展的重要原因。

The emancipation of mind and the introduction of new ideas are the main means for its development but the heart of matter is the implementation of such measures as the creation of a good cultural environment, the training, discovery and employment of the talent with an enterprising spirit, and the improvement of work efficiency. |
