维护社会公平与公共政策的伦理取向

在构建和谐社会、把社会公平放到突出位置来维护的进程中,公共政策偏离公共利益亦即公共政策的伦理问题,应当受到社会的广泛关注。解决这一问题,需要在公共政策理念层面突出伦理精神,公共政策主体层面以公共利益为本位,公共政策目标层面善于体现对利益的协调与平衡,公共政策的执行层面注重社会公平,公共政策的评估层面强调社会公平标准。

In the course of constructing a harmonious society and defending social justice,it must be paid more attention to the ethic problem that public policy departs from public benefit.To solve it,the ethic spirit must be stood out in the level of idea of public policy,public benefit must be taken as radical in the level of subject body of public policy,benefit must be balanced and harmonized well in the level of target of public policy,social justice must be paid attention to in the level of execution of public policy,and the standards of social justice must be stressed in the level of evaluation of public policy.
