公民参与法律对我国法治运行的各个环节都将产生巨大的促动作用,是支撑法治运行的主体性力量。公民对立法活动的参与,有助于表达与平衡多元化的利益;公民对执法活动的参与,有助于提高法律的实效性,增强法律的开放性及其自我修正机能;公民对司法活动的参与,既能主张和维护权益,又有利于法院裁决发挥其意识形态功能。总之,公民对法律的参与将有效促进立法、执法、司法活动,进而推动法治进程。

The Citizens' Participation in Law: The Main Strength to the Order Of Rule of Law

The citizens' participation in law is the important and main strength to the order of rule of law,which improves each tache in the order of law very much,especially in the process of legislation and execution of law.On the one hand,the citizens participate in legislation,expressing and balancing their different request of profit so that they could impel the legal democratization and increase the validity of law.On the other hand,the citizens' participation in execution of law will not only improve the actual effect of law but also build up the opening and amending of law.Finally,the citizens participate in justice, not only benefiting for their right and profit,but also being propitious to the court to exert its function of ideology.In all,the citizens' participation in law will make for the legislation,the execution of law and justice so that it will propel the course of rule of law.
