论日本高校的科学研究与科技园区建设

高校科学研究处于高等教育系统、国家科研系统和国家产业系统的“交织地带”。高校科研所立足的发展背景、所能获得的经费资源、所面临的竞争与合作关系等都会影响其健康发展。日本的大学及其附属研究机构在国家科研体系中地位显著，对各种形式的研究所形成了重要的补充；日本高校科研管理较为松散，在科研拨款上重点扶持基础研究；日本高校的产学合作形式广泛，科技园建设决心巨大且成效显著。

Scientific Research and Research Park Construction in Japanese Colleges

Scientific research in colleges is an "interweaving region" of the higher education system,the national research system and the national industrial system.In order to explore such a macroscopic "research ecology" of Japanese colleges' research,this paper not only introduces its position,management and funds but also analyses the measures taken in constructing research parks.The general idea of the article includes three parts: first,scientific research in Japanese colleges and universities has great indispensability and plays an important part in the national research system;second,Japanese research management is incompact,but the funds allocation is made in favor of fundamental research;and third,Japanese industrial-university collaboration has multiple forms,and its research park constructing has achieved remarkable results through great efforts.
