| 摘 要： | 环渤海地区依托京津两个大都市,在"双核"拉动"多核"的基础上,依托完善的交通网络,可以在京津冀鲁范围内构建"京石济三角形",实现京津冀鲁一体化发展。但是山东半岛内的很多不利因素制约了京津冀鲁一体化,城市分散且未形成区域中心、腹地内小城市发展程度低、缺乏省际合作意识、城市间缺乏整合。京津冀鲁是环渤海区域的重要组成部分,实行京津冀鲁的大区域整合,需要在城市体系的构建方面下工夫。为此需要构建"三条城市链"和"四个城市子团":"沿海城市链""保青城市链""石济城市链"和"石家庄城市团""济南城市团""青岛城市团""潍坊城市团"。
