依法执政的价值及其实现

依法执政是中国共产党执政理念的一个重大创新,对推进社会主义民主政治建设、构建社会主义和谐社会具有重大的意义。它体现了平等、人权、秩序、效益的价值。依法执政是政治宣言,更是一种体现现代政治文明的施政原则与行为规范。执政党不仅要转变执政理念,增强依法执政意识,而且要把执政程序法制化,追究执政过程中违法者的法律责任,实现依法执政的价值目标。

Value and Achievement of Governance by Law

Governance by law is an important innovation of the CPC governing idea,and it has great significance in pushing forward the building of socialist democratic politics and the socialist harmonious society.Also it embodies the value of equality,human rights,order and efficiency.Governing by law is a political declaration,and what is more,it is political conduction principles and the deed standard of modern political civilization.It is necessary for the party in power to transform the governing idea and to strengthen the governing sense,and to legalize the governing procedures,to investigate the legal responsibility of law-breakers in governing process,and to achieve the value goal of governing by law.
