气象服务产品的分类及其供给机制研究

摘    要:依据公共经济学原理和公共产品的特征,气象服务产品可以分为纯公共产品、俱乐部产品、公共资源及私人产品等类型。气象服务产品的提供者和生产者可以合一,也可以分离。我国气象服务领域存在着气象信息和气象产品供给不足的问题,而解决这一问题的关键在于气象行业的体制改革。

Abstract:The products of meteorological services can be classified as pure public products, the club products, public resources and private products, according to the principle of public economics and characteristics of public products. The provider and producer of products of meteorological services can be the same organization or different organizations. There is the problem of insufficient supply of meteorological information and meteorological products in the field of meteorological services in China. The solution to the problem consists in reform of the system of meterological services.
