论政府职能模式

近代以来，随着经济与社会的发展，大致产生了三种政府职能模式。在近代早期，与自由主义的有限政府相伴随的是保护型政府职能模式；到了20世纪30年代，干预型政府职能模式开始建立起来；引导型政府职能模式是亚洲新兴工业化国家和地区的积极创造。但是，由于这些国家和地区没有走出西方资产阶级话语霸权的阴影，实现经济腾飞之后，纷纷放弃了这一政府职能模式。我国在改革开放的实践中根据经济社会发展的实际要求也选择了引导型政府职能模式，并取得了引导中国经济、社会发展的巨大成就。需要强调的是，中国坚持引导型政府职能模式只是一项实践成就。需要自觉的理论探讨来为其提供支持。

On Different Government Function Modes

Along with the development of economy and society, there appeared three government function modes since modern time. In the early modern period, there was a type of protective government function mode accompanying with limited government with liberalism. By the 1930s, the interventing government function mode had been established. Guiding government function mode is the active creation of Asian newly industrialized nations and regions. However, these nations and regions have not gone out of the shadow of western bourgeois discourse hegemony and abandoned this government function pattern in succession after realizing economic take-off. In order to meet the actual needs of the development of China＇s economy and society, China also selects guiding government function mode in the practice of reforming and opening up and has got great achievements in guiding the development of China＇s economy and soeiety. It is necessary to recognize that the guiding government function mode that China possesses is still an achievement in practice which has not yet been proved theoretically and needs self-conscious theoretical exploration to support it if the Chinese government can continue to possess this government function mode.
