| 摘 要： | 土地流转已成为实现农业现代化和促进新农村建设的时代命题。合肥土地流转的实际状况如何,约束土地流转的因素有哪些,如何引导土地流转积极稳妥合理地朝前发展,值得关注。通过对合肥市土地流转状况的概括,剖析了当前土地流转存在的一些问题以及原因,进而提出有针对性的政策建议,从而实现土地流转对土地经营效率提高的预期功能。
