| 摘 要： | 黑龙江省是一个农业大省,许多初级农产品及加工在全国具有资源和竞争的相对优势。加入 WTO 后,特别是粮食价格放开后,我省“三农”的发展如何与国际市场接轨是一个新的课题。政府如何发挥好导向作用,从法规、政策、信息、服务、环境的建设和改善诸方面转变职能,加速推动农产品深加工企业集团发展是一个亟待解决的问题。
