中国网络视频监管制度逻辑与技术逻辑演进的现实考察与规律探索

网络视频监管遵循制度逻辑与技术逻辑两条路径不断演进。迄今为止，中国网络视频监管制度逻辑与技术逻辑演进都经历了三个阶段，并呈现出单一轨迹演进规律和交叉轨迹演进规律，但其交叉协同演进未能充分展现出来，交叉协同演进存在一定缺陷与不足。推动中国网络视频监管制度逻辑与技术逻辑健康发展，应加强网络视频监管的统一管理，创建网络视频监管制度动态建构机制，并建立网络视频监管技术创新激励机制。

A Realistic Investigation and Rule Exploration on the Evolution of Institutional and Technical Logic of China's Online Video Regulation

The online video regulation follows two ways, which are institutional logic and technical logic, to continuously evolve. So far, the evolution of institutional logic and technical logic of China''s online video regulation has gone through three stages, showing the evolution rule of a single track and a cross track. However, its cross-collaborative evolution has not been fully demonstrated, and there are some shortcomings. To promote the healthy development of the institutional logic and technical logic of China''s online video regulation, the unified management of online video regulation should be strengthened, a dynamic construction mechanism of online video regulation institution should be created, and an innovatively incentive mechanism of online video regulation technique should be established.
