现行技术改造投资统计指标体系存在的问题

 长期以来，在投资管理和统计上，我们一直是用更新改造投资来反映技术改造投资情况的，由于这两个概念本身存在着一定的差异，这使得现行的指标体系不能准确反映我国技术改造投资的现状；同时，我国现行的更新改造投资统计指标体系是适应高度集中的计划经济管理体制需要而逐渐建立起来的，十多年来进行了许多改革，但从总体上看，还没有从根本摆脱计划经济统计的模式，同建立社会主义市场经济体制和实施新国民经济核算体系的需求还很不适应，需要进一步改革并完善统计指标体系，改进重要指标的计算方法。

The Problems in the Indicator System of Technical Transformation Investment

The current indicator system reflecting the technical transformation investment statistics was gradually established to suit the need of economic management system of highly centered plan economy, it had undergone much reform since more than ten years, but is still not fit for the system of socialist market economy and the need of implementation of new SNA, it is needed to further reform and improve the statistical indicator system and refine the calculation method for important indicators. The paper made analysis on the current indicator system of technical transformation investment from the different aspects such as indicator connotation, statistical coverage, industry management and etc.
