论和谐社会建设中政府与非政府组织的良性互动

在我国,政府和非政府组织作为社会公共事务管理的两大主体,大体具有共同的价值理念、互补的治理职能和长期的合作历史,两者的良性互动具有坚实的理论和现实基础。两者在共建和谐社会的过程中,应形成一种平等的合作关系,各自发挥自身的积极作用,构建一个政府调控机制同社会协调机制互联、政府行政功能同社会自治功能互补、政府管理力量同社会调解力量互动的社会管理网络,从而形成社会管理和公共服务的整体合力。

The Positive Interaction between Governments and Non-governmental Organizations in the Construction of Harmonious Society

Governments and non-governmental organizations are the two entities that jointly deal with public affairs.They have similar ideology of value,complementary administrative functions and long-term cooperation history.The positive interaction between them has theoretical and practical basis.The cooperation must be equal and each part should give their full play in the construction of harmonious society.Thus,public affairs management will be conducted as government regulating mechanism connecting with the coordination mechanism of non-governmental organizations;the administrative functions of governments complemented by self-government functions of the society and the administrative institutions interacting with coordinating forces from the society.In this way,social management and public service can be linked as a whole.
