摘    要:以云南芒市傣族地区实施双语教育为个案,讨论教育政策制定与执行中产生的问题。在傣族地区推进学校教育,往往存在学业失败的困扰和文化传承的困扰双重难题,双语教育是破解这一难题的重要路径。但在具体实施过程中,教育目标、教育形式与教学内容都具有鲜明的国家导向,使其难以适应地方文化的状况。因而,双语教育需要在工具与价值的双重取向上进行建构,以充分适应社会变迁的需要。

Abstract:Taking bilingual education in Dai Nationality of Mangshi paper focuses on the problems of formulation and implementation County, Yunnan Province as an example, of education policy. There exist problems of academic failure and loss of cultural heritage in education among Dai Nationality. Bilingual education seems to be an effective method to solve the problems. But in current teaching practice, the objective, the form and the con- tents of education are obviously state-orientated, which hardly adapt to the local culture. Therefore, to cater for the social transformation, bilingual education should be constructed both in instrument and in value orientation.
