| 摘 要： | 我国文化产业的发展动力主要源于体制创新和政策助推。本文以中共十六大为“分水岭”，大体分为文化市场酝酿期、文化市场全面推进期、文化产业合法性建构期、文化产业提速发展期、扎实助推期、纵深发展期等六个阶段。并在此基础上分析了我国文化产业政策的不足，从文化产业结构政策、布局政策和执行机制三个方面提出了建议。
