以中国和中亚国家为视角析各国环境保护责任之承担

作为一种国际义务,发达国家和发展中国家都应为地球生态环境的保护承担起与自身经济发展程度相适应的责任。任何名义任何形式之毁损环境的行为都将对人类可持续发展产生遏制,形成对全人类共同利益的侵犯。以相关国际公约为基准,发达国家应有意识地承担更多环境保护责任,我国及中亚各国可借助地缘优势构建区域环保合作机制,促进环保具体义务的落实。

On the Environmental Protection Responsibilities of All Countries

Both developed countries and developing countries should take on their corresponding responsibilities in protecting the global eco-environment in proportion to their respective level of economic development.Any damage in any name will constrain human sustainable development and infringe upon human common interests.On the basis of international pacts,developed countries should undertake more of the responsibilities to protect the environment.China and Central Asian countries,in light of their geo-advantages,can set up a regional environmental protection mechanism to make sure that respective responsibilities are fulfilled.
