摘    要:近年来,公开选拔与竞争上岗制度已经成为我国竞争性选拔领导干部的方式之一,对于提高领导干部公信度起到了重要作用,各地都进行了有益探索,但也存在一些问题,诸如公选竞岗职位确定的任意性,副职多,一般职务多;参加考试者资格确定、入围比例确定的非规范性;考试不规范、成本较高等。针对这些问题,应建立和完善分类公开选拔与竞争上岗制度,并明确"规定动作"与"自选动作"及其权重;规范和完善测评机制;推行考试成绩(资格)有效期制,降低选人用人成本;实行面试考官资格制,提高考试评估的科学性等。
