社会力量参与乡村教育治理的价值、困境及建议

摘    要:从“共建共治共享”社会治理格局的角度看,乡村教育治理的核心在于规范乡村教育治理主体有效参与的制度与程序。社会力量参与乡村教育治理对于丰富乡村教育发展的制度供给与执行模式、发挥第三方评价和监督乡村教育质量的作用、挖掘乡村教育发展的社会价值蕴含等具有重要现实意义。农村留守儿童教育是乡村教育治理中的典型问题。以农村留守儿童教育治理为实例,分析当前社会力量参与乡村教育治理存在的现实困境,进而提出有关对策建议:利用大数据平台实现社会力量对乡村教育治理的精准支持;厘清政府与社会在乡村教育治理中的责任;完善政府购买社会力量参与乡村教育服务的机制;提升社会力量参与乡村教育治理的能力。

Abstract:From the perspective of the social governance pattern characterized by "joint construction, joint governance and shared benefit", the core of rural education governance is to standardize the system and procedure of effective participation of rural education governance subjects. Participation of social forces in rural education governance is of important practical significance in enriching the system supply and implementation mode of rural education development, giving play to the role of the third party in evaluating and supervising the quality of rural education and exploring the social value implication of rural education development. The education of left-behind children in rural areas is a typical problem in the governance of rural education. The investigation of their participation can basically explain the main problems of social participation in the current governance of rural education. To deal with these problems, it is essential to start with the accuracy participation of social forces, the division of government and social responsibility, the purchase of rural education services by the government, and the ability of social forces participation.
