外蒙政权“议会”设置问题考辨

外蒙第一次"独立"和"自治"期间,设立了由上、下议院组成的两院制"议会".国内外史学界对其设置问题大多语焉未详,抑或错误地认为,1911年12月底库伦政权组建的同时,在沙俄的操纵下即行设立了该议会.俄国外交文件表明,其设置时间应在1914年4月中旬或下旬,且与我们传统的论断恰恰相反,它并非在沙俄操纵下成立.库伦政权组建议会的目的之一,旨在对俄国在外蒙谋求铁路和电线优先权等意图采取拖延政策.

Study on the Set- up of the Congress in the Regime of Outer Mongolia

During the independence and self rule of Outer Mongolia, a congress was established. Most of the historians have neglected its date of set-up, or wrongly thought that it was set up in the late December, 1911. However, the diplomatic documents of Russian government showed that it was established in the second half of April, 1914, and to the opposition of traditional judgement, it was not established under the control of Russia government.
