| 摘 要： | 我国正在进入老龄化国家。本文阐述了建立和完善社会老年保障体系的现实意义和历史意义，并就当前我国社会老年保障体系的现状及存在的问题进行了分析，指出了建立和完善社会老年保障体系是一项长期而复杂的跨世纪社会系统工程，需要多方面的条件以及全社会的积极参与和支持。提出建立和完善社会老年保障体系是解决我国老年社会问题的根本措施，只有抓住这个“根本”，才能有效地解决我国老龄社会出现的诸多社会矛盾，使我国顺利进入健康的老龄化国家行列。
