Local Government Fostering, Soft Restriction on Business Budget and Overinvestment

Discusses the relation between local government fostering,soft restriction on business budget and overinvestment.It is deemed that local governments have the authority and various resources enough to foster the development of private businesses in the course of China's economic transformation because of the(time?-lag) in governmental function changing and institution reforming,thus causing the soft restriction on the budgets of those businesses and indiscriminate overinvestment.In addition,local governments stepped up their efforts to build various industrial development zones especially the "image projects" so as to improve the environment for absorbing more investments and,as a result,they played the active roles in overinvestment.So,the only way to get rid of overinvestment is to turn the functions of local governments into reasonable ones as soon as possible,i.e.,to make the scientific view of development come true.
