| 摘 要： | 加强党外干部队伍建设是新时期推进我国多党合作和协商民主的必然要求。抓好党外干部培养,必须把握党外干部任用的条件,认真分析培养选拔中存在的主要问题及原因,研究和探索解决问题的对策,从而为党外干部成长创造良好条件和环境。

| Abstract: | It is the requirement of it is the system of multi-party cooperation and political consultation led by the CPC to strengthen the construction of non-party cadres in the new period. Special attention must be paid to the training of non-party cadres. Good consideration must be taken for the conditions needed for appointing non-party cadres. A careful analysis of the main problems and reasons in training and selecting them should be done. Then measures may be found out so as to create a favorable environment for non-party cadres＇ development. |
