| 摘 要： | 随着工业化、城镇化进程的加速,甘肃和全国一样出现了大批失地农民,这一弱势群体绝大部分生活处于种田无地,就业无岗,社保无份,创业无钱的尴尬境地。对此,本文阐述了建立完善失地农民养老保险制度的必要性,针对存在的主要问题进行了探析,提出了对策建议,以期引起地方政府高度关注和重视,尽快建立完善失地农民社会养老保险制度,以维护社会的公平正义和和谐稳定。
