| Abstract: | If the tactics of the Reformists' reform of civil service system were right, the reform would be a success;if not, a failure. The reformists'reform of civil service system mainly included establishing an institutional bureau and weeding out superfluous personnel. But the reformists were irritable, so they met their failure in the reform of 1898. |
