| 摘 要： | 城乡差距依然十分明显的北京,要想在统筹城乡发展方面走在全国前列,首先得充分认识统筹城乡发展的意义和作用;其次,还应以统筹城乡发展为目标创新政绩考核机制;此外,还需要重新审视、调整市场经济体制下涉及城乡协调发展的制度安排,以及必须辩证地看待统筹城乡发展中的政策效应。

| Abstract: | Since great gap exists between the economy of Beijing urban and rural areas,we should not only attach greater importance on the coordinated development of urban and rural,but also improve the achievement appraising system for government officials by introducing the requirement for balanced growth for urban and rural,and make readjustment for related policies and administration rules. |
