| 摘 要： | 可再生能源的开发利用是一项庞大而复杂的系统工程,科学的政府规划可以有效避免其运作的盲目和不当。然而,我国可再生能源政府规划,包括国家规划和区域规划,都存在诸多欠缺。在可再生能源开发利用政府规划的制订中,应运用系统论的方法进行多层面考量,充分考虑政府规划的"外部性"、国家规划的"整体性"与"全局性"、区域规划的"地域性"与"特色性"。

| Abstract: | The exploitation and utilization of renewable energy is a complex system engineering.Scientific government planning can effectively prevent its operation from being blindfold and improper.In China,there are lots of shortages in government planning like the state government planning and local government planning.System theory should be taken into account when drawing up the plans,such as,thinking over the externality of government planning,the entirety of state government planning,and territoriality of local government planning. |
