太平天国浙江省农村政治研究

太平天国浙江省农村政治因各郡建政先后不同及受李秀成政治的直接影响程度不同而呈现出较显著的地区差异:嘉兴郡实施传统地方行政为主的良性政治,绍兴、宁波郡以征贡为主、传统行政为辅,台州、温州、金华、湖州等郡以征贡方式为主。浙江太平天国当局希望乡官的政治表现能够弥补他们自身地方行政经验的不足,个别地方出现的县级政权的本土化现象只能说明太平军对农村建设的漠视。

On Rural Policies of Taiping Heavenly Kingdom in Zhejiang Province

The rural policies of the Taiping Heavenly Kingdom(1851-1864) in Zhejiang province varied as some prefectures established their governments later than others and were less directly influenced by the deal of Li Xiucheng(1823-1864).For example,in Jiaxing prefecture,a traditional,mild way of administration was exercised;in Shaoxing and Ningbo,the policy was intended less to exercise traditional administration than to levy taxes,whereas in Taizhou,Wenzhou,Jinhua and Huzhou,there were exclusively taxation policies.Rulers of the Kingdom hoped that the achievements of the local officials in Zhejiang province could redeem what they as newcomers were lacking in the local administration,but the bureaucratic localism in a few prefectures proved the rebels' ignorance of the rural welfare.
