| 摘 要： | 当前不和谐的"村两委"关系已成为村民自治发展的"瓶颈"制约,而制度性因素是限制"村两委"关系和谐的根本性因素.制度建设是实现两者关系和谐的根本性出路,须要进行"村两委"权责制度化、规范与健全相关文本制度、兼顾必要的制度建设环境.
