论加入WTO后我国铁路行业管理体制改革

WTO规则对铁路行业规制作用是:允许外国资本和民间资本参与投资或经营;政府及其管理部门必须按照透明度原则及时公布铁路产业政策和相关的管理措施;政府必须逐步降低关税和消除非关税壁垒;逐步减少对国有铁路的无偿性投资和直接性补贴。加入WTO后,我国铁路行业面临着现行体制不利影响的挑战,为此,应采取以下措施:铁道部职能转换;建立起路网和运营分离的铁路运输管理体制;改革和完善投资管理制度、定价管理制度和成本核算制度。

The Reform in Management System of China Railway Industry Based on the Rules of WTO

According to the rules of WTO, foreign capital and folk capital should be allowed to participate in the investment in railway industry or its management; the government and its managerial departments must promptly announce the policy on railway industry and the relevant management measures on a "transparency" basis; the government must gradually reduce tariff and eliminate nontariff barriers, and gradually cut down gratuitous investment and direct subsidy to national railway. After China's accession into WTO, its railway industry is in face of the challenges of negative effects resulted from the current system. For this reason, the following measures should be taken: changing the functions of the Railway Ministry; establishing a management system of railway transport that separates transport network from transport line; reforming and perfecting the institutions of investment management, pricing management and cost accounting.
