| 摘 要： | 《新伙伴计划》是一种不同于《京都议定书》的新型国际气候协定,两者在＂共同但有区别责任＂原则、强制减排等问题上存在巨大差异。但是《新伙伴计划》却不能取代《京都议定书》,并且两者存在合作的必要性和可行性。因此,合作而非竞争才是两种机制未来发展的理性选择。

| Abstract: | As a new international climate agreement, the Asia-Pacific Partnership on Clean Development and Climate (APP) differs a lot from United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol mechanism in such issues as the principle of common but differentiated responsibilities and mandatory emission reduction.
