| 摘 要： | 尽管理论上认为自由贸易对世界整体来说是最好的政策,并在实践上不断推进.但贸易保护作为贸易政策的另外一种声音,一直就与其交织在一起,不论是理论还是实施手段方面都在发展,而且不论发展中国家还是发达国家,贸易保护在各国贸易政策中都占有一定的地位.目前,WTO条件下的隐蔽贸易保护盛行,分析各种保护贸易的理论和政策的产生和实施过程,认识其特点、规律和本质,是十分必要和有意义的.

| Abstract: | Although free trade is the best policy in the world in theory, trade protection as another trade policy is developing theoretically and practically and is important to developed and developing countries. Presently concealed trade protection is popular under WTO rules and analysis of the emergence and implementation process of every trade protection theory and policy is necessary and important to recognize the characteristics, laws and essence of trade protection. |
