| 摘 要： | 针对黄河三角洲高效生态经济区财源拓展问题,认为除了依靠联合国、中国政府、山东省政府的拨款优惠政策扶植外,还需要量身打造与积极探索适合自身发展的财源途径与对策。指出鉴于其处于黄河入海口的地理优势,财源拓展的着力点应该面向大海;其高效生态发展规划内容定位,应该把生态农业作为基础产业,把清洁环保循环的新兴产业作为主力军,并将生态农业与生态工业园区与旅游业相聚合,实现旅游业与经济文化的高度融合。
