| 摘 要： | 以复杂适应系统（CAS）理论为指导思想，以安全科学理论为基础规划了安全支撑体系的结构，对安全支撑体系的涌现机制进行了分析。提出安全支撑体系的涌现性主要来自于组织成员系统的复杂性、系统主体间的非线性作用、系统的层次结构、系统主体间差异的整合及主体与环境间的适应性学习几个方面。

| Abstract: | Under the guidance of complex adaptive system theory,based on safety science theory,the structure of safety support system is put forward,Make an analysis of the emergence mechanism of safety support system.Put forward the emergence of safety support system mainly comes from the complexity of the organization members system,the nonlinear interaction among system agents,the hierarchy structure of system,the integration of differences between agents,and the adaptive learning between agents and environment. |
