惠农政策的问题与对策分析

进入新世纪以来，我国密集出台的惠农政策取得了显著成效，但也存在一些问题：一些政策不利于农业规模化经营，一些政策可能延缓务工经商者市民化进程，惠农政策农民受益有限。要进一步完善惠农政策和加大惠农力度，应把保护农业劳动者的利益作为制定和实施三农政策的出发点，以离乡务工经商者的市民化为突破口力推“三农三化”，通过政府、非盈利组织、农民合理分权完善惠农政策机制，健全农民培训市场机制确保农民培训的选择权。
