| 摘 要： | 高等教育在生产教育服务的同时,也生产着文凭。文凭（尤其是高等教育文凭）是劳动力市场上证明劳动者能力的一种强信号,高等学校文凭作为一种劳动力市场信号,必须充分彰显其拥有者的工作能力;作为一种政府管制手段,必须着力建构政府与学校、学校与学生之间的良好关系。

| Abstract: | Higher education produces diplomas while producing educational services.Diplomas(especially higher education diploma) indicate the ability of labovers in the labor market;therefore higher education diplomas must demonstrate the capabilities of its owner.As a signal of labor market.As a means of control,the government should make efforts to establish the good relationship between government and schools,schools and students. |
