农村居民迁移城市的影响因素与政府作为

文章认为农村劳动力流向城市就业的直接诱因是在城市劳动的边际收益高于在农村劳动的边际收益,农业剩余劳动力并没有完成从农村向城市的永久性搬迁,而是呈"两栖式"候鸟型,这是由于永久性迁移行为受到多种成本与制度因素的制约。文章对农村居民迁移城市的条件进行了讨论,认为政府在促进农村居民向城市永久性转移方面应注重制度建设与政策引导,提出了建立移民区,改革户口制度,建立全社会性的最低生活保障,对移民进行教育培训,对城市原有居民进行相容性和适应性教育等措施。

The Influencing Forces of the Rural Resident' s Migrating to Citiesand the Government' s Conduct

The author's opinion is that the most direct inducement of labor force employment moving from rural to urban is more marginal benefits gaining from working in cities than in country. The surplus force in rural have not migrated completely from rural to urban eternally, but appears two-places living style alternately. The reason is that eternal migration behavior is contained by many aspects costs and system factors. The paper gives a discussion about the condition of rural resident's migrating to cities and thinks the government should emphasize on system construction and policy guide when promoting rural resident eternal migration to cities. The author suggests to set up the residential block, reform domicile system. At the same time, the government is supposed to provide educations and trainings to the immigrants and carry on compatibility training to the urban residents.
