摘    要:高等教育的社会功能、价值目标与素质教育的功能、目标应是统一的。人文素养与科学素质教育相分离,或自觉不自觉地强调某一方面,是由特定的社会历史条件、生产力发展水平、人文社会科学和自然科学产生和发展的环境条件及社会发展的客观需要决定的。人文素养和科学素质两种文化教育的整合与并举是时代发展的大趋的势,是我国面向21世纪培养高素质创新人才的必然选择。

Abstract:The social functions and the aims of the value of higher education should conform themselves to the functions and goals of the competence education. The separation of the human competence education from the scientific competence education, or the conscious and unconscious stress on either of the two, depends on the given social and historical conditions, the development level of productive forces, the environmental conditions for the emergence, the development of human studies and natural sciences, and the objective needs for social development. It is a great trend of this age to conform the human competence education and the scientific competence education. There is an inevitable choice for China to bring up high quality personnel when it faces the 21st century.
