程序民主与政治文明

程序民主是实现实体民主的方式、方法、途径及其制度性规定。它是政治文明的重要组成部分。政治文明具有综合标志功能 ,政治程序在制度和意识层面则对政治文明起到重要保障作用。从程序民主建设的角度推进政治文明发展 ,要在全社会尽快树立程序法制化的观念 ,不断推进程序制度建设 ,建立一个良好的程序民主运行机制 ,着眼于党内权力运行以及民主的程序化 ,逐步推进社会民主的程序化 ,切实提高社会政治的整体文明水平。

Systematic Democracy and Political Civilization

Systematic democracy is the way,method,path and institutional regulation to realize entitative democracy.It is an important component of political civilization which has the function of comprehensive symbol.Political procedure plays an important role to guarantee the political civilization on the aspeets of system and ideology.To push forward the development of political civilization through the construction of systematic democracy,We should set up the concept of systematic legalization in the whole society as soon as possible,advance the construction of systematic procedure continuously,establish a good cursing mechanism of systematic democracy,focus on realizing the systematization of power cursing and democracy in the party,push on the systematization of social democracy graclually and enhance the whole level of civilization in social politics.
