| 摘 要： | 祥瑞灾异是中国古代特殊的政治文化现象，其发生和出现代表着上天对君主的赞美或谴告，具有特殊的政治意涵。我国历史上的两汉魏晋南北朝时期是祥瑞灾异学说特别发达的时代，也是祥瑞灾异被频繁应用于政治生活的时代。这一时期祥瑞灾异事务的管理包括信息的收集、现象的解释和事务的处理三个层次，为隋唐时期祥瑞灾异管理的制度化打下了良好的基础。
