法律视野下西部农村反贫困模式研究

反贫困模式不仅仅是方法的集合也是各种再分配关系的集合；反贫困模式以致贫因素为依据可以分为环境治理模式、经济开发模式、人力资源开发模式和公共产品保障模式；通过对反贫困模式研究发现，无论在贫困产生的链条上还是在反贫困实践过程中都普遍存在着制度性的根源和法律的缺失；针对此现状，必须加快反贫困立法构建、反贫困模式创新以及深化相关制度改革。

An Approach to the Western Rural Anti-poverty Pattern in the Perspective of Law

Anti-poverty model is not only a collection of methods, but also a collection of redistribution relations. Anti-poverty model can be divided into environmental governance model, economic development model, human resources development model and public products＇ security model based on poverty causing factors. Based on anti-poverty model, the study found that there exist the problem of institutional sources and lack of legal norms whether in the chain of the arising of poverty or in the process of anti-poverty practice. According to the situation, people must accelerate the legislative construction and model innovation of anti -poverty as well as deepen the reform of related systems.
