| 摘 要： | 民国时期，为了适应救灾的严峻形势，从中央到地方建立了专职的救灾机构，救灾体系更加完善。同时，中央和地方制定了较为详尽的救灾法规，做到救灾有法可依，赈灾规范有序，特别对救灾人员的职责作了明确的规定，力图从人员素质上保证救灾高效化。此外，国民政府还实行一系列临时政策，以应对各地多发的灾害。

| Abstract: | During the period of Republic of China, full-time relief institutions were established from central to local level in order to cope with the severe situation of disaster relief, and the relief system was further perfected. At the same time, both the central and local government has made exhaustive relief laws so that the disaster relief work can have laws to go by and can be in proper order. In particular, the duties of the relief workers were made clear, trying to ensure relief efficiency from the aspect of person-nel quality. Besides, the government also carried out a series of temporary policies to cope with places prone to disasters. |
