受教育权不平等：基础教育与高等教育的双重视野

当前，我国受教育权的不平等主要表现为受基础教育权利与受高等教育权利的不平等。其中。受基础教育的不平等表现为受基础教育的机会不平等与过程不平等；受高等教育的不平等表现为各地高考录取分数线变化不均衡、高考入学机会指数不平衡、异地高考的阻力重重等。这要求我们一方面要全面实施《义务教育法》，推进受基础教育权的平等，另一方面要调整高校布局，推进受高等教育权的平等。

At present, the unequal rights of receiving education is mainly manifested by the inequality of receiving basic and high-er education. Among them, the inequality of receiving basic educating is mainly embodied in the unequal educational opportunity and educational process. The inequality of receiving higher education is embodied in the imbalanced change of college admission scores, the imbalance of college admission index, and the obstacles for allopathic college entrance examination. On the one hand, it requires us to comprehensively implement Compulsory Education Law, promoting equal right of receiving basic educa-tion. On the other hand, it requires us to adjust the layout of colleges and universities, promoting the equal right of receiving higher education.
