我国地方政府绩效评估：成就与中央命令链断裂之险

我国在推进地方政府绩效评估的过程中，由于目标管理的痼疾、“进步学习”、“退步学习”和对绩效评估公式的博弈等原因，使得地方政府绩效评估的结果与国家命令链统一之间关系比较特殊。甚至出现绩效越高，中央命令链越有可能断裂的危险。我们建议把“行政和谐进步”融入地方政府绩效评估指标；不定期给绩效评估指标“升级”和在权重之下，每级指标设置合格线，以根除我国地方政府绩效评估中的国家命令链断裂危险。

Performance Appraisals of Local Governmental Administration and the Central Government

In the performance appraisal of local governmental administration, there emerges a special relation between the performance appraisals and the state order chain owing to defects of project management, positive learning, perverse learning and contradictory gains in the performance appraisal. What＇s more, there seems to be a trend that the higher the performance appraisal the local governments score, the more likely they would show a strong trend to separate from the central government. In order to root up the hidden problems, this paper suggests that ＂rapport administrative progress＂ be blended into the appraisal indexes, the indexes be upgraded from time to time, and ＂pass-line＂ on each index be set up.
