| 摘 要： | 当前，我国改革开放和现代化建设进入了新的发展阶段，需要大批掌握现代科学知识、具有较高技术水平的各类人才。高校只有不断提高教学和科研水平，培养出高质量的人才，才能生存和发展下去。全面提高教师素质是加强学风建设、培养高质量人才、实施人才强校战略的关键。

| Abstract: | At present, the reform and opening-up and the modernization construction have entered a new phase, which are calling for a large number of various talents equipped with modern scientific knowledge and technology. Accordingly, only by raising the teaching and research level, and cultivating talents of high quality can universities and colleges survive and develop. The overall promotion of teachers' quality is the key to consolidating the style of study, cultivating quality talents, and implementing the strategy of strengthening schools with talents. |
